Any two dimensional measuring tool like a ruler is only an approximation of your size. Across different manufacturers the lasts and patterns vary slightly so sizing may also vary as a result. We recommend you try your shoes on a carpeted surface to avoid marking the soles and uppers first to test the fit before wear.
I must say that I was very pleased with this boot by Barbour. They are indeed waterproof (tested daily walking the dog) and comfortable too.
The leather will mark and scratch, but I've found it adds character to the boot and they do polish out quite easily. A slightly roomy fit but no need to go down a size (I always wear a 10 and found this size to be comfortable with thicker socks).
